BACKGROUND. The Oakridge Homeowners Association (OHOA) is dedicated to supporting landscape and architectural activities for all Members. Our goals are to ensure year-round front yard landscape beauty as well as uniform architectural support consistent with the mandates presented in the Blackhawk Homeowners Association Architectural Standards and Guidelines.
LANDSCAPE/IRRIGATION GUIDELINES - NEAL SCHINSKE - BOARD MEMBER - LANDSCAPE DIRECTOR
In 2005, resident members of the Oakridge Homeowners Association (OHOA) unanimously approved an initiative to build a proactive front yard landscape supervision program for Association homeowners. The term “front yard” is defined as “area from the front curb to either side of the lot line up to the main structure excluding the patio area”) A special “Reserve” budget was also approved to help fund various projects “as needed” with emphasis on significant irrigation improvements and large scale tree pruning. The following spells out the various components of our current Oakridge Landscape Program.

OAKRIDGE FRONT YARD MAINTENANCE. BrightView Landscape, our Contractor has agreed to provide the following WEEKLY front yard maintenance services that include: mowing and edging lawns curb-to-structure (excluding front gated patios); blowing and removing fallen leaves and green vegetation debris; trimming shrubs to their natural form (excludes shrubs which require “ornamental” or custom trimming such as roses, azaleas, camellias, hydrangeas, succulents, certain ground covers, etc. Contractor will fertilize front lawns and shrubs 2x per year and in the Spring season aerate front lawns.
IRRIGATION. BrightView will also check for irrigation leaks and/or line breaks 1 x per month and make necessary repairs. Homeowners are asked to regularly inspect their irrigation water flow DAY OR NIGHT and report any “visual” dry or muddy lawn areas including “suspected” PVC pipe leaks and breaks to Neal Schinske. Minor water leaks can result in major water overflow problems and extra EBMUD expense. If front lot landscape/irrigation issues are reported in a timely manner by the homeowner before they become major problems, Association will take prompt steps within the scope of our landscape contract to provide immediate repairs. Homeowners are encouraged not to attempt repairs by themselves or use a third party contractor without first notifying Sheila Lopez. Owners who make front irrigation changes or repairs without receiving prior inspection and approval from the Association may be charged.
SYCAMORE TREE CARE. Approved curbside trees are fertilized annually. Trimming the trees must be done by a licensed contractor approved by the Association. The Board strives to have trimming accomplished annually (as Reserve Funds permit) in order to maintain healthy trees and keep them properly groomed. Front or side yard trees are the responsibility of the individual homeowner. The only exception to this policy are canopy trees that are twelve feet or less in height. If the tree is higher than twelve feet, Association will evaluate and, at the discretion of the homeowner, offer to take steps to have Contractor trim the low hanging branches that present a property, pedestrian or vehicular hazard.
LAWN GRUB CONTROL. BrightView will apply grub control during the June/July in order to counteract insect incubation prior to larva hatch. Contractor will apply the grub control to front lawns to control the damaging effects from adult grubs. Homeowners may be asked to provide extra grub control treatments at their expense if the grub problem becomes persistent. Homeowners are reminded to keep their pets indoors throughout the application process.
ARCHITECTURAL CHANGE GUIDELINES - JOHN PULLIUM - BOARD MEMBER ARCHITECTURAL DIRECTOR
Homeowners who are seeking to make major modifications to their structure such as internal/external construction, painting, new roof, etc. must receive prior approval BOTH from Oakridge HOA and Blackhawk HOA. Residents are encouraged to obtain a copy of the Blackhawk Homeowners Association Architectural Standards and Guidelines handbook. Copies as well as necessary Application Forms can be obtained at the Blackhawk HOA office.
